I am not familiar with the VX-5R. But I have found that with the older HT's, you can replace the lithium battery and then do a reset and cure most processor malfunctions.

Just a quick note. I have a 2009 Colorado. It has 2 "Cigar" accessory sockets on the consol below the dash. Both are individually fused with 20 amp fuses.

The ST-144uP's that I have had came with a dip switch programable tone board in the space below the battery.
If you want, I can look for the spots in the main circut board where they are connected.

Look at the output of the generator on an "O" scope.
Look for voltage spikes on the trace.
If it is a pure sine wave, It should be ok with protection between the computer and generator.
If it is anything else, I would look for another generator.
Years ago the club used several generators for field day.
The county let us use a Honda generator that worked fine. Other ones caused trouble with the solid state rigs.The tube rigs did ok with those.

Lets step back and analize the request.
The F.C.C. is asking us to do what the People who sold the boxes should have done. (Assuming that they know what to do)
The next thing we should ask is If we do this what is the F.C.C. going to do for us?
Like maybe stop pushing the BPL issue.

Before you sink a lot of money into equipment, you should get a 220 HT and a Repeater directory and listen for a while. Just to see what activity is in your area.
220 is a stepchild in this area. The repeater association here has a 220 repeater but it has been down for over a year. No projected date for having it fixed.
Do your homework before jumping in.

While still a novice, I had a cross mode qso with a German station on 15 meters. I heard him calling cq and I answered in cw. It was one of the qso's that stands out.
Anything is possible if you make it so.

I bought a small UPS to plug my entertainment center into.
Not only does this rectify the dropout problem, it also protects the system from power line glitches.
