Are you in the city or out in Garden City Long Island like your callsign data says?

There's a huge difference.

But in both places, putting up a small antenna can be done without a permit.  It's unlikely anyone will bother you. When I lived in Queens, I've put up J-Poles and HF verticals without issue.  

Putting up a tower is a different matter.  You would have to go through the building dept.  

The building dept has a website at http://www.nyc.gov/html/dob/

You can alternatively call 311 and speak to a human.  311 is your one stop shop for information in the city.

You may want to talk to Frank Fallon, N2FF, who is the division director for the hudson division.  He's had some experience with New York antenna restriction cases.  

You could also talk to Mike Lisenco, N2YBB, who is the NYC/LI SEC.  He lives in Queens and is a friend of mine, so if you talk to him, tell him Ryan AB2MH said Hi.

It's not all HF bands. You can use CW on the General CW/data only portion of 80, 40 and 15 only.  On 10m you can use data and CW on the CW/data general portion and ssb phone from 28.3 to 28.5, 200w max.  

But those bands have plenty, so knock yourself out.

I got an Extra in one session in 2001 when it was 5WPM code.  TO be fair, I had a license from another country 3 years prior, so it's not like I was a total newbie.

In my opinion license classes don't serve any useful purpose anymore.

We should ideally have two license classes - "Novice" and "Full."

A "Novice" license should have full frequency privileges, but low power.  50 watts max.  

A "Full" license is what we call "Extra" now because honestly there's nothing "Extra" about it.  Full privileges, full power.  

In many other countries they simply have one license - an amateur radio license.  

But I like the idea of a novice license because it can encourage young people into the hobby to get their feet wet.

It's not over yet.

The bad news is that I got a denial letter from the building department yesterday.

The good news is that they denied it because they wanted wet sealed PE drawings.

Dan from AN Wireless is working with his engineer to get those for me.

I don't know if W0FM is a car dealer or not, but I think that is bad advice, given that many car dealers are crooks and will overcharge for the installation.

If going this route be sure to shop around before asking the dealer to do the work.  Often you'll find it cheaper to get the work done yourself, after the vehicle is purchased.

Actually the town's name is Wantage.

When I got my electronics merit badge as a boy scout, one of the requirements was to build two circuits, one of which was a radio receiver.  They couldn't be built from kits.

Therefore, I'd consider a kit, a kit.

Homebrew means that you built something either from pre-published plans or of your own design, but you had to go get the parts yourself, unlike a kit.

Etching the PC board has nothing to do with it.

Okay, awesome news today.

The building inspector replied, and said that the permit was APPROVED, and it will be mailed shortly.

This is great news!

All good points and noted.

I e-mailed the building inspector pointing out the exemptions for amateur radio.

The good news is that the building inspector e-mailed me back and told me that I may be right, and he'll consult with their land use attorney.
