I agree with WB2WIK. Your HV should not indicate more than 1700-1750, with 1500 on transmit.

You most likley need to adjust the slug tuned coils for each band, if this is a used 811 it was probably tuned for a different set of conditions rather than into a dummy load.

The AL-811 is rated for 70 watts drive, tuning with 50 watts AM works just fine. Tune for maximum output and drive it with 55 watts PEP on SSB. Ameritron has the full manual on their web site.
