You may want to talk to some flooring people before you make a decision on the floor. Concrete floors are cold in winter in areas such as your and suplimental heat won't do anything for conducted cold.
I would think some form of insulation between the slab and the floor covering will be a necessity.

Actually, the FCC has nothing to do with the pricing of radios and your rationale for illegal activity is pathetic, just as is the rationale of every illegal activity.

Probably can't be done.
For the life of me I don't understand some of you so-called volunteer firefighters. You won't spend a $150 to buy a radio (there are PLENTY on the used market at this price) that works correctly with your department's system, but you'll butcher a perfectly good ham HT. Do you skimp on the other tools of your trade also?
I consider putting your life a risk with a radio that wasn't designed to do what you want it to in the same category as wearing a raincoat and boots from the Dollar Store instead of proper turnout gear and putting a wet rag over your face instead of wearing an AirPac in a smoke-filled building.
Then again, it is YOUR life.

If you are planning to use this radio on non-ham frequencies in connection with your local emergency management responsibilities, please be advised that such operation is illegal. Modified ham gear cannot be used on Public Service/Fire/law enforcement frequencies.

I use external speakers designed for hand's-free cell phone installations. They are about 2.5x2.5x5 and they fit in a row on the driver's side of my overhead console in my Ford Windstar.
I find it had to believe you can't find a place in the cab section of your van to mount an external speaker.

To each his own. Mobile QRP is fine for someone who is an accomplished QRP operator. I think it is foolhardy to advise someone to START HF mobile using QRP, especially with the poor efficiency of the typical mobile HF antennas.

Yes, Sir, this is an amateur radio site, but it helps to write intelligently so the folks here can assist you.
You posted about a dozen different questions in one long, rambling, almost uncomprehensible, paragraph. With no capital letters, missing punctuation, no break in sentences and all the rest, figuring out what you are actually asking becomes a real chore. If it is any comfort, there are some folks on this side of the pond who exhibit the same lack of basic writing skills.
If you come to America, I will be most happy to sit down with you, and to your face, discuss this very same subject. I will even take you to dinner after the discussion. We have some very nice restuarants in Baltimore.

Unfortunately, it's not only the Queen's subjects that are guilty of an almost total lack of writing skills. There have been more than a few on this side of the pond, as well.
I attribute it to a generation/mentality that lives in online chat rooms and feeds on text messaging. I don't know about the UK, but this country is fast becoming a land of people who cannot communcate with any lucidity on the printed page OR in person.
If eHam and QRZ.com are representative of the population at large, we are in BIG trouble!

No NEW Advanced class licenses are being issued. All current Advanced class will retain that class upon renewal.
You "heard" wrong about the grandfathering. The FCC has consistantly stated they will NOT "promote" Advanced class hams to Amateur Extra. If you want Extra class you will have to take the exam.

I'm gonna get flamed for this but ... (1) Learn how to: write using capital letters at the beginning of sentences, put proper punctuation at the end of sentences, put spaces between sentences, break up writing into paragraphs. Your posting is almost impossible to wade through. (2) Go to www.k0bg.com and read everything on the site. It will answer 99 percent of your questions. (3) Forget the 817. Mobile and QRP are not a good combination if you actually want to talk to anyone.
