Most States do not require any license or "FOID" as you call it to "play" with firearms. Additionally, no state requires a spelling test to post to Internet forums, which is good news for you.

Well, I am now quite puzzled. KF7CZG's second post on April 10 stated that he can run at 100 watts and not get any calls from his neighbor. Now, above, he indicates otherwise. I was an original supporter, but now I am dubious. The credibility seems to be fading, to me. Besides, unless he is a serious DXer always striving for contact with weak stations, I can not see what the need for the extra 6dB gains him, ( 100W vs 400W ). That's just one S unit, which is quite rarely a significant difference in communications.

I get around a year on my remote wireless sensors using DuraCell Alkaline AA cells. I have had terrible experiences over the past decades using EverReady... which tend to either leak or just go dead early.
If the remote W/S sensor only draws a couple mA or less then I suppose Lithium would be the best choice... but Lithiums are designed for low current draw applications and may not last that long if the current draw exceeds a couple mA. They excel under micro amp draw conditions.

ALL I want to point out is this single deficiency in the invisible fence concept. It just may well keep your dog inside, unless he is running so hard that he can't stop until outside the border.... BUT do remember, that fence will not keep other critters out of your area... including those that might bother your dog.

One comment regarding that "medical device ". Those types of electronics are designed far superior to consumer electronics devices and it would be surprising if it actually was susceptible to RFI .... and if it was, the medical provider would likely be responsible to alleviate that issue.

My previous reference to an attorney was in anticipation of a very nasty and threatening letter. Your followup indicates it is otherwise, so please disregard my comment.
I can not at the moment come up with any suggestions... I don't even know who one could contact if they were willing to pay an expert in this area.... there are very very few such experts available.
The one thing that raised a flag with me was the mention of a "smart house". If these are new technology houses... recently built, then perhaps one could go after the contractor for "shoddy work".

Without notice of confidentiality, the letter is your property and you should be free to do with as you please.... however,, since you have stirred up our interest on the subject, it would be useful if you could at least provide an outline of the subjects and general "gist" of the letter.
Why do I have the ominous feeling you should be contacting and attorney after receiving this letter ? ........

Regarding one of your most annoying problems, have you checked with your phone company to see if they offer a CALL BLOCKING option? Many if not most telephone companies do have this.
Regarding your neighbors problem, I can sympathize with him.... he retired to his dream home and can not enjoy TV often due to the RFI problem, so he is frustrated. What he needs is a solution offered to him, even if an expensive one. At least he would then know what could be done to alleviate the RFI, whether or not he wanted to do it. Good Luck. I just checked the web site for www.Americanmorse.com and its still up and running, showing an update just a few days ago. Also the website manager's email is listed at the bottom. Perhaps you could email the web manager to check on Doug? There is also a physical address listed for the company. Write to them. As a last resort, you should be able to work with PayPal on this. I don't know how long they will address this issue, but perhaps they will refund your money before 90 days is up? Worth asking, anyway. Good luck. de Ed K7AAT

I second Fred's suggestion... 80M / 40M trap dipole and unless you work CW or other on lower portion of 80, you should get away with no tuner.

Regarding the original question posted here, yes, it is common practice in the Telecommunications Industry to bond the shield side of the feedline to the tower at several points such as top, middle, and bottom of the cable run if the tower is tall. This is assuming that the tower is well grounded. This is primarily done with heliax cable but the same principle applies to any coaxial cable.
