You'll get a whole lot more bang for the buck with improvements in your antenna system, unless you're in a situation where the dipole is the best you can do.

"Would this constant wet soil make my radials moot?" No, they aren't moot. Not even if it's salt water. If you're using a ground mount, it'll work better if you can lay down more though - say a total of 30 or so. Length isn't as important as the quantity. I used approx. 36 that varied from 25' to 35' in length, dictated by the shape of the yard.

I was calling CQ in the 15m novice band in '78. I was in Ca. at the time, and had the antenna pointed straight east. Ended up having a nice chat with 7P8BH.

If you decide on the 4-BTV, there are a couple of installation gotcha's.
Ignore what the directions say about not needing radials. The performance of this antenna is TOTALLY DEPENDENT on them being there. You don't have a ton of space, but you have enough to get the job done. This antenna will make contacts without them, but the "satisfaction quotient" will be quite low. It really comes alive with a proper radial field.
What I use on mine is aluminum electric fence wire. Some dirt conditions will cause this wire to deteriorate very quickly, but at about $25 per quarter mile spool I don't really care. Mine have lasted for over 2 years now. If you can afford a couple of rolls of copper wire, by all means use it.
The more radials you can put down, the better this antenna will perform, up to about a total of 40 or so. Mine are random length (meaning no tape measure was used). I just started unspooling wire in a given direction until I was about 30 feet from the antenna. If you can't go 30', go as far as you can and call it good. The important thing about radials is that they be there in good number, and that they be as long as you can manage. They don't have to be straight, either. Going around a corner is ok. As they are laying on the ground, they need not be resonant. They would need to be if you mounted the antenna on your roof.

Do you have room in your yard for radials? Room being defined as 30 or so feet in a couple of directions. If so, then look at a 4,5 or 6-BTV vertical. The most bang for the buck going if you don't have the room or the desire for wire antennas.
