Well, your english sucks.  I can't really make out what you're trying to say and the FT-100 does not have a voice scrambler.

Quite probable.  I was planning on installing a vertical as well and using the loop for the low bands.  I just don't know what vertical to get.  I used to have a GAP Titan DX back in San Diego and loved it.  I had VERY good results with it...Japan, Australia, all over Europe, a MM near Greece and a South African station.  But I also liked the idea of the SteppIR Vertical.  But it only covers 40-6M while the Titan covers 80 (I know...compromise) to 10M but I have a second antenna for 6/2M/70cm.  The nice thing about the BigIR is that it tunes itself to ANY frequency between 40M and 6M and can be used as a 3/4 wave on bands below 20M.  Plus, with lightning being an issue down here, when not in use the BigIR allows you to coil the copper element back onto the spool and thereby reducing the chance of it taking a strike.  But it would also require me to bury radials all over the yard, whereas the GAP would not.  Decisions, decisions.

I understand that...but with it being a new house there are no support structures.  While antennas aren't banned, one does need to get approval.  We've looked at several houses down here, and while it is possible to find a house without CC&Rs...all the ones we've looked at were either in bad neighborhoods, wouldn't be cost effective since they would need some remodeling, or were simply out of our price range.  There is one other possibility that may allow me to do more than what maybe allowed...our house backs up to a small lake with about 40 to 50 ft of land between the lake and the edge of our backyard.  I've seen a sign stating that all the land around the lake, including the lake itself, was for sale.  I've thought about contacting the seller and see if I could purchase the property immediately behind ours...and see if I could get it without any deed restrictions of any kind.  Then I could, theoretically, put whatever I wanted on the property.

Here's what the statue states:

125.561  Amateur radio antennas; construction in conformance with federal requirements.--

(1)  No county shall enact or enforce any ordinance or regulation which fails to conform to the limited preemption entitled "Amateur Radio Preemption, 101 FCC 2d 952 (1985)" as issued by the Federal Communications Commission. Any ordinance or regulation adopted by a county with respect to amateur radio antennas shall conform to the above-cited limited preemption, which states that local regulations which involve placement, screening, or height of antennas based on health, safety, or aesthetic considerations must be crafted to reasonably accommodate amateur communications, and to represent the minimum practicable regulation to accomplish the local authority's legitimate purpose.

No where in there does it say anything about CC&Rs that I can find.

I'm FINALLY getting out of this apartment next month and BACK into a house (although this one will be OURS and NOT rented).  I'm looking forward to getting back on the air.  I want to make an NVIS loop on the roof of the house using wire and an SGC 237 tuner.  The house is 40' x 40' so that will allow me to run about 160' of wire in a square pattern.  My question is this: when making a loop, do you need a counterpoise?  Or do you just ground the tuner?  I've never attempted making my own antenna before and pretty much have no clue how to do this.

I had the GAP Titan DX and used it on 6M.  I didn't get a very good match on it, but it worked with the tuner.  I worked VT, NY, CT, MD and NC with it so it does "work."  However, when I got a Diamond 6M/2M/70cm antenna, there was a three s-unit difference between the GAP and the Diamond, in the Diamond's favor, on local contacts and I imagine that signals on the Diamond would have been better during openings as well.

I would say the Hexbeam... I don't know if you considered and rejected the SteppIR beam.  If not, at check it out.  The elements extend and retract depending on the frequency and they cover 20 - 6M.  The downside of course is moving parts that will wear out over time.  If that is an issue, then I would go with the Hexbeam... as stated above, no traps or coils to worry about.

Unfortunately, I don't know of any such radio.  I agree, it would be nice but I suspect the demand isn't high enough for manufacterers to warrant the cost of building one.  Besides, the cost of such a radio would probably put it in the same range as the Yaesu FT-857/100D or Icom 706.  Therefore, I would say go for either one of those radios.  As an added bonus, you can listen to HF with a small screwdriver antenna (i.e. Little Tarheel or High Sierra Sidekick) and you'll be all ready to go when you get the General license.

I have a friend who is a Tech and wants to put up a 2M beam which would look like a TV antenna.  I thought the FCC made CC&Rs banning TV antennas were illegal because it made people pay for a service which would otherwise be free if they didn't have to get cable.  Where can one find out information on this?  I also know that Force 12 makes some HF antennas that look like TV antennas for this purpose.

These are all good suggestions, one thing I didn't mention was that one advantage of the Tarheel or High Sierra antenna is that when I move into a house, I could use it as a temp antenna until I could get something better and then put it on my truck to use with my FT100.  The Outbacker I have works well, but it would be nice not having to change taps... but the idea of the wire is appealing because it's more low profile than the screwdriver.

I'm trying to stay somewhat VERY low profile.  As someone in the club mentioned... it might be better to ask forgiveness than to ask for permission.
