So what if he did?  Who would listen to him? 

He can say or do whatever he wants but it doesn't mean squat unless you believe that the majority of the government, including all members of the military who have sworn to protect and defend the Constitution against all enemies foreign and domestic would agree to follow him. 

Do you seriously think that career military officers would ignore their oaths and support him?  I don't think I know any that would even buy him a beer.
