QSL via web...

  I have been away from HF for some years now.  I
was wondering if there is some kind of web based
qsl bureau whereby hams can send qsls to each other
via the web.

There is.  The site is:

www.eqsl.cc

They have several types of eQSLs to choose from if you register.  Unfortunately this type of QSO confirmation is not acceptable to ARRL and other organizations for operating awards, but for saving printing and postage expenses, it's a valid option.
