For comm within cave/tunnel system in mining it is typically UHF to up near SHF.  If comm from cave is needed to outside I would consider a UHF/440 beam in tunnel entrance connected to cross band repeat on 2M with a antenna located outside it.

I have worked in were hard wired to mini repeaters but everything was local so need to exceed control ops area above ground. Almost the same as back in the old days when actual wires trailed the crews. Guess there is a reason we call it grounding HIHI
