When I am watching a channel on T.V., why when I am trasmitting, why does the channel become scrambled? What are the Effects of Ham Radios on cable T.V.

TVI can be a real challenge.  No all interference enters your TV via the cable or twin-lead input.  You don't say which channel(s) are affected.  Let me suggest you check the information on this site:

What band are you on ?

Channel 18 is smack in the middle of the 2M band. You probably are going right into your TV'S plastic cover ...
