I can't find new tubes either, only NOS.
Your probably wright about the new tubes ending up in Russian gear.

From what I understand from Vinecom.co.uk they will start production of new tubes when the prices are higher to make it profitable.

Not sure what to do, I do like the Acom amp's.

I have it on fairly good information that there is a possible Chinese manufacturing source. However, as this as usual in China involves reverse engineering, economics play a part. What sort of market is there for these tubes, outside Russia, to make it worthwhile for a third party to undertake the development and production costs?

There really is no such thing as a free lunch.
