I have a used 1:1 balun.

How can I check (i.e., test) to be certain the balun is in good working order?

Hang a 50 ohm non-inductive resistor on the antenna side and measure the SWR through the Balun at several frequencies.

You can test the limits of an unknown Balun by connecting the Balanced side to a 50 ohm dummy load and the input side to a rig with SWR meter. You should see a low SWR for all bands and power levels that the unknown device is good for.
