FT-857 setting band limit memories

I recently got a new Yaesy FT-857, I set the Programmable Memories so that I can set band limits for 10 and 20 meters on 2 seperate PMS memories according to the manual, when I recall the memories and attempt to tune within one of the memories rather than staying within the set band limits it goes on to the next set PMS memory frequencies. For example:
With PMS1L=28.300  PMS1U=28.600   and PMS2L=14.225 PMS2U=14.350  when I go to PMS1L in memory mode and attempt to tune within my set 10 meter band limits when it reaches 28.600 instead of wrapping around to 28.300 it goes on to my 20 meter limit and start tuning from 14.225 up to 14.350, if I keep tuning the dial upwards after 14.350 it rolls back to 28.300.
So my tuning tunes within the band limits but does not stay with a specific band. I'd like to go to the 10 meter band limits PMS and only limit tune within the 10 meter band, or go to 20 meter band limits PMS and only limit tuning within the 20 meter band.
That's how it works on my FT-840, I'd expect it to work the same on the FT-857, am I doing something wrong?
Any help, advice or suggestions would be appreciated.

I called Yaesu technical support, the person I spoke with suspects that's the way it's supposed to work. He was aware of other mobile radios with the same quirk and was going to look into it further to see if this is true with the FT-857 also.
In the mean time, I found it works fine if I use and set only one of the PMS memories with my upper and lower band limits.

I have a problem with my ft-857 when I am in fm mode on tune trying to get up in the 70 cm band it won't let me go there unless I am in USB? Some how frequency range seems locked out. I haven't had the unit very long and am a new user .thx

Band Limits may not work as advertised in units where the "mod to open 'er up" and xmit everywhere has been performed. 

This is a firmware matter, the mod changes things.
