I am thinking of getting an arrow antenna for my 2m 70cm mobile and put in in the house which is better there groundplane or there jpole?

A j pole is equal to a 5/8 wave groundplane with 3DB gain over the 1/4 wave groundplane.
Also Radio Shack sells a groundplane scanner antenna for $19.95 that seems to work fairly well on 440 and 2 meters.

I built an Arrow aluminum J-pole from plans they have (quite graciously) put out onto the internet.

It works great.

Actually, you should do your search on Yahoo.  Google is investing $100M in BPL and is no longer a friend to Amateur Radio.  Please don't patronize those who support 'spectrum pollution'!

The radiating portion of a j-pole is 1/2 wavelength. The radiating part of an 1/4 wave elevated ground plane is also 1/2 wavelength long (monopole plus radials). The gains of the two are essentially within a dB.

   Build my own Arrow J-pole?  They cost $39.  You are going to be hard pressed to build it for less.

And yes the Radio Shack Discone antenna works very well.
I used one in Daytona Beach at 25' on 2m.  With 50w I was able to hit the Orlando repeater 65 miles away.
