Are the tube filaments lit?
What's the HV show for voltage?
Are you "keying" the amplifier?
What's the idling current (plate current when the amp is keyed, but not yet driven)?
Does the plate current increase when you apply RF drive?
If so, how much?
Do you hear the T-R relay inside the amplifier clicking when you go from RX to TX?
Does the amp "pass through" the signal from your transceiver okay if you turn the amp OFF?
Has it been modified to have a STANDBY switch?

If, during tune-up, all the voltages are correct, and the plate current dip and grid current peak behave as the instruction manual says, then you must be getting RF output.

Check your wattmeter.
