Possibly i may relocate to germany in near future.Im adware of my Cept radio license containing copy of FCC DA99-1098 & original fcc granted radio license. Who are the appropriate authorities in germany to contact once i get there,and what all is required and needed to establish a permanent station. any info is welcomed

Are you a member of the Armed Forces?  If so, you will work your license through Military channels (5th Signal as I recall).  If you are civilian I believe you will contact the Bundespost (Post Office) in your city as the Bundespost, when I lived there, was in effect the FCC.  Things probably have changed however!  If you're really interested, email me and I will forward to one of several good friends in Germany and ask for their assistance.
