Just for info, neither of the links you provided is any good. By the way, MARS is of no help in our emergency management system.

However, I am not the site manager.  

I am sad to learn that MARS is of no help in your EM program.  Locally, MARS is an important player in the Emergency Operations Center with VHF and HF capabilities.
