Actually, prior to 1912, no licenses of any kind were required to operate a radio transmitter. There was no distinction between professionals -- mostly ships and coastal stations -- and hams, officially, until that time. HPM was just one of many early hams, but he was the one (with some help) that was smart enough to put an organization together. He didn't invent ham radio, but he did organize it.
