Is there any possible way to revive a deleted avi file with out using an undelete program? I used one and it didn't work!

I don't want this to sound SMART-ALECK or flippant, but a lot of times it is just easier to RE-download, the file, or seek another copy from an alternate source (friend, other agency, etc) than to try to UN-DELETE or RESTORE.  I'm certain that the file is ONE-OF-A-KIND or no longer available, or you wouldn't ask, but sometimes the simple solution gets lost in the pursuit of more involved answers.

There are a lot of 3rd party user installed "recovery" programs, and some very very good.

There also are data recovery companies that can work literal MAGIC, They can suck the data out of all but the worst disasters, but they are very expensive.
