Do you have the TU-7 tone board installed?

If not, then you can't access PL Tones.

I don't know if I have the tone board or not, I don't have a manual.  I can select the PL tone that I want and save it so that the front panel indicates that I am using tone squelch, but apparently no tones are being transmitted.  Guess that I need to find a manual and maybe a schematic.  Thanks for the reply.

If you remove the bottom cover, you will see the tone board mounted there.  It is an accessory board so it stands out cleary when the cover is off.

Just an addition, for you and others:  If you DO have the tone board, but lose tone function, open the bottom and unplug and plug the connector to the tone board several times.  Occasionally the contacts oxidize.  This fix usually works for another few years.
