This is from the ARRL web page, "FCC Amateur Radio Enforcement Letters for the Period Ending August 30, 2005" I'm posting it here because it doesn't seem to fit anywhere else and neither Eham nor QRZ have picked up on it yet. Looks like K1MAN renewed his license thru W5YI on July 22 and the FCC said "Wait a minute, we want to take another look at that!" Don't shoot me, I'm only the messenger. In accordance with Rule 1.113(a), the Wireless Telecommunications Bureau is hereby setting aside its action of July 22, 2005, that granted file number 0002250244, under call sign K1MAN.
On July 22, 2005, the Commission received an application to renew call sign K1MAN filed by W5YI VEC. The application has been set aside for enforcement review.
