Yes, I know the Post Office is supposed to have them, or order them on request. But the few Post Offices near me (the same staff cycle around to all of them) say that IRCs don't exist any more, they can't get them, etc. And yes, I have directed them to Section 372 of the International Mail Manual; they still won't budge. Does anyone know of a way to buy IRCs online, or at an alternate location?

Had the same problem.  My impression is that they just want them to go away.  I had to drive around to several PO's and finally found them at the main office in our area.

Every other clerk said they did not have them and that they could not get them.  BS.  They might not have them, but they ARE still available.

You might have to kick up a fuss - I've tried to find 'em on line and have not been able to.  I sort of hoard the few I've managed to get.

hi,

be sure to get the name of the counter postal worker,
then get a complaint form (USPS pays the postage !)

fill it out and be sure to include the name, date and
time along with the location of the office that refused to order  the IRC for you.

From the USPS website:

http://www.usps.com/ratecase/ratecase_faqs.htm#H9

"Are International Reply Coupons (IRCs) still available?
Yes, the selling price is now $2.00 each. IRCs are exchangeable in any other UPU-member country for a stamp(s) representing the minimum postage for an unregistered air letter."

A few years ago I did just what James said, and there were always IRC's available after that.
Oh, I also included on the form the name of the manager of my post office who was less than helpful.

This is a non-problem if you live on a rural route.  I just put an envelope, with a check for the correct amount, and a note, explaining what I want, into the mail box.  A couple days later, the items turn up!  The USPS considers the rural mail vehicle to be "a post office on wheels".

I went to about 5 post offices and they all told me that they were not in  use any more. I would tell them that they are still in use and give them the part# for them and they would stick to the guns. Then I got the post master at the local po and she said she would order the on the next order  and when I went back they were there.

I find that the irc are not the best way to request return postage for a dx station, they all prefer 2 us dollars(Green Stamps)..i only use irc where us dollars are a no no...and you get a better return for your money...good luck...bob k7rnv reno nv
