I do a lot of PSK and the past week I have heard two guys using voice on 14.070. They don't have call signs or any type of id. I did have a qso with a 4 land station in Florida that also heard them. I reported them to my Official Observer in the Michigan section. Has anyone else heard these intruders?

Could it be that these ops were outside of the US?  While 14.070 is allocated for data in the US, it might not be outside the US.  I've heard faint ops from Japan on 14.070.
