Is it me, or is Phil's site down? For the past few days I'm getting this message:

Maybe I’m the one that has exceeded my monthly quota for visits? I constantly visit Phil's site (and many others) for reference.

Depending on what his subscription rate is at www.doteasy.com, he will be limited to the number of hits his site receives. Take a look at the "Hosting" tab there. It explains all.

Phil wrote a great review article in the last issue of QST.  The response probably max'ed out his monthly limit.  Send him an email.
