I have an Icom IC-w32a ht.Was wondering if you can talk on while its charging. Manual dosnt say. any help would be appreciated.

You may need to review the manual, but IIRC, you can power the W32A with 13.8 volts which will operate the transmitter and still charge the battery, although I believe this is not a well-controlled charger.  However, if you want to do it a lot, substitute and EMPTY AA battery pack to cover the electrical terminals and you are good to go.
