I was looking through the brochure for the VX-7R and came across a feature it offers, the Home Channel. It says that with one push of a button the user can call a rescuer on 430Mhz, also known as the Home Channel. Is this a feature unique to Yaesu, or is 430Mhz a nationally recognized 70cm emergency channel?

that frequency should be user determined. One thing is for sure, you are not going to find anyone on 430.000MHz here in the States. Our repeaters are a little higher up the band...

Add a call sign and I will tell you more.
