What’s the proper etiquette to asking for traffic reports on the air?

I’m also wondering if it’s better to use a local repeater or transmit on a national calling frequency.

In a really short answer, just ask. If you go overboard, someone will let you know, which I doubt. Forget the Q signals, the 3s and 8s, and you'll be one of the regulars in no time.

You mean there are people that use repaeters for other things?  I live and work west of Washington D.C.  Prime commuting hours the traffic is the usual topic along with whatever road is moving the best.  Best of luck.
