Does anyone know of an aluminum or galvanized steel plate, bent at a 45 degree angle, that is commercially available? The idea being to remove one of the screws holding the fender to the engine compartment, run the screw through the metal and back into the fender, closing the hood and leaving a flat portion hanging over the fender for the mag mount. I do several public service events and have found the newer rented trucks and vans no longer have metal to attach antenna's to. Any help or advise is greatly appreciated.

Go to your nearest CB radio dealer, and look at the Wilson angle brackets.

Personally, I wouldn't remove anything, even a bolt from a rental car.
