I am looking for a rig that will broadcast possibly with a mod or otherwise on the commercial radio frequencies. The AM band between 520 kHz and 1720 kHz or the FM band is between 87.5 MHz and 108 MHz.

What's available depends upon where you live.

Here in the U.S., there are dozens of such transmitters marketed and legal for use as long as their output power doesn't exceed 100mW (100 milliwatts) and their antennas conform to the FCC specification limits for unlicensed experimental use.  The AM BC transmitters, for example, allow only a five foot long antenna + feedline combination, which normally restricts "transmitting range" to a couple of hundred feet at most.

Anything beyond these 100mW/tiny antenna systems require a license.

Thanks for your reply, I have put together a few kits but I have outgrown the results they offer and am looking for something bigger. Any ideas.

Unless my memory fails me, a VL would be an
Aussie prefix, I think they're like VH to VN.
