I have a weird device, don't have a clue what it is.. but maybe someone here can help answer my question.

Almost certainly that is a cell phone site data transmitter/receiver unit--your pictures weren't that clearly focused.

It may operate in the area of 900 mhz, or in the ghz ranges.
