I don't see how it could be used without a license when the radio is specifically for 144-148 mhz. I see your point, but there are no unlicensed radio services in that freq. range within the FCC jurisdiction anyway. Just doesn't make much sense to me to put that sticker on there.

Wrong, if this radios transmitter would be a real part 15 device ( it is of course not) then it can be used without a license within the 2m band under part 15. The range would be very limited but it could be done.
But in this case of course the part 15 is relevant to the receiver not the transmitter.

You guys need to go read Part 15. It applies to a whole lot more than transmitters. The Part 15 sticker could apply to the receiver or internal digital circuitry as unintentional radiators. I can assure you that the Part 15 certification DOES NOT permit it to be operated in the 2M ham band without an amateur radio license.

As far as operating without a license, turning the radio on is operating and can be done without a license.
