Why doesn't the Texas State Guard just set up with the Army MARS or just use Military use spectrum?
Actually, members of Army MARS have deployed in-State with the TX State Guard in the past. There is a document describing the lessons learned on the TX Army MARS website. It should not be difficult for them (TX State Guard) to get an MOU and Army MARS callsigns for their units. They would have full access to the MARS spectrum and the Winlink 2000 resources on MARS HF and VHF channels. There are even a few 30-50 MHz channels available for allocation for National/State Guard FM radio compatibility -- we have one setup in Delaware for interoperability with the Delaware National Guard.
