To the uneducated, (me), it seems as if more strict enforcement could pay for itself.
I used to think that, too. But "the system" doesn't work that way. At least not at the Federal level.
If FCC enforcement actions result in payment of a fine, confiscation of property, etc., the FCC doesn't get the money. Same for spectrum auctions and the like. It all goes into the general fund.
I suspect that most Federal agencies work that way.
There's a very good reason for that rule: it removes the incentive for agencies to fund themselves by creating lots of detailed rules and enforcement actions.
I think we need more enforcement of Part 97. But it should be funded by Congress.
