The radio club has been invited to participate in the National Night Out against crime. Can we operate a temporary VHF station from a booth and allow the general public to contact another club member acting as Net Control??  (We have our own closed repeater). Can we use tactical call signs?

Yes, as long as there is a licensed ham there to oversee operation of the radio.  You can use tactical callsigns too, but you still have to ID every ten minutes with your callsign.  Having your own repeater just means that you won't get a call from someone telling you to get off the repeater--it doesn't give you blanket permission to act as if there was a real emergency situation going on.

In short, you can do pretty much as you want to--as long as you don't violate the rules and regs of normal ham operation.
