I bought one of these antennas brand new from HRO, and received it with scuffs as if it had already been used, a sky high un-tunable SWR, and a short where the PL-259 connecter attaches to the coax. Luckily HRO is sending me a new one without charging me shipping. I guess that Huslters quality control isn't that great... Does anyone else have experience with this antenna? Does it typically work well?

You may have been shipped a return unit, HRO sometimes does that.  However, in their defense, they try not to ship out returns as new.  In truth, the Hustler quality control has never been that good.  I've got a G7-144 antenna from them that is easily twenty years old.  The individual section ends are not uniformly machined, the holes for the studs connecting the sections are not always on center, and sometimes the finishing of the sections weren't up to 'new' standards.

With that said, they do put out some of the best performing antennas on the market, even if the 'aesthetics' of the antennas are found to be wanting.

Yeah, that's what seems to be the case. The packaging looked as it should from the factory, so I can't decide if it was returned to the factory or HRO. Either way HRO has handled it well. I should receive it today and get it tuned, I'll post the results here. The 5/8 wave 2m hustler mag mount I've used the last couple of years has performed flawlessly, which is why I was surprised to have these issues.

I was told by R&L Electronics that Hustler has moved it's operation to Mexico, and since then, availability and quality have suffered.

That seems to be the problem with a lot of things, not only things that are ham radio related.  Overseas/foreign plant operations don't produce the same quality that American made items used to have.  I say used to have for the simple reason that with the manufacturing today in the US, quality just isn't there like it used to be.
