I just purchased a flameproof navy key on eBay and connected it to my rig.  It did not work.  I removed the base plate and could see the movement with the key and connected a probe wire but could't make a connection for a closed circuit.  I loosened but didn't remove the spring and contact adjustment screws.  The only think on the bottom that I can see is an old cloth insulated wire connecting to one contact post. 

A straight key cannot be that difficult.  The key is so enclosed it is hard to see how it works.  What am I missing?

Re-examine the problem  with the thought that a hand key is part of a 'broken wire.'  Check from the in terminal to the arm of the key and from the out terminal to the other contact of the key.  One of them will show an open.  How you "fix" it up to you.
