My APRSIS32 (version 2012/05/25) is properly connected to a Timewave PK-96 TNC using a Windows XP PC.

When I hit the transmit button the PK-96 "STA" light blinks once, but no transmit.  And it does not hear other APRS signals.

Everything described here is correct:
http://aprsisce.wikidot.com/doc:transmitting

At the top left it says "Timewave OK", then "APRS-IS Down."

I can see other people's APRS data using Hyperterminal.

Can anyone shed some light on why I cannot get APRSIS to transmit or receive?

Thank you for your help.

You might consider joining the APRSIS32 Yahoo group. Lots of help there, I'm sure.

You can search the messages without joining.
