I came across a  Dentron Jr. 300 watt tuner on a estate sale,  when I opened the cabinet found that the tuner has been arched. The wires around the toroid are burned and was wondering if I re-wire it do I need to use a new toroid as well. What type of toroid to use if I need to use a new one and if there is a specific type of wire to wrap the toroid with.

This is just a little project I acquired without wanting it.

Just for funzies and possibly saving a Buck, I would rewind the the toroid
using the same size Ply Thermalize (SP?) wire. The only difference would be that I would put Teflon sleeving over the magnet wire.  Voltage breakdown
starts the damage, but current does the sizzling!
The TFE sleeving will raise the voltage handling capability of the magnet wire
considerably.  You can get a horrendous amount of voltage in a highly reactive circuit, even on lower power.

Not sure what ratio is in that balun as i honestly did not look it up. But i wind the new one as a 1:1 balun using the method the other gentleman suggested.
