when an operator says he will qsl Direct does that mean through the mail or bureau?

It should mean direct via your callbook/QRZ.com snail mail address. Usually most ops say "sure via buro" if they mean via the bureau, but with LotW/eQSL so popular these days I've run into some DX stations that say direct but really mean "not electronic."

It means snail mail, direct to the operators home address.
Definitely never via the bureau.
