That is a GREAT question! Itinerant frequencies are usually primarily used for commercial activity at unspecified job locations - as opposed to obtaining a "fixed location" license allowing ops in a predetermined location.

My guess is that it means the control point of the operating station is fixed-but-movable, not quite full mobile. An example would be an event catering service.
