Forgive me, I could never get that effect/affect thing straight....and also forgive me, as I may have missed something, but does have any effect/affect on the ham radio spectrum???.....Or is this separate from the BPL issue of a few years ago???....Someone please advise....

The worries in Europe are that the Out of Band emissions will spread into adjacent bands and screw up Short Range Devices and the like, as well as UHF TV.

The correct word in this instance is "affect" -which, as a verb means: To have an influence on or make a change in.
For example:  Inflation affects the buying power of the dollar.

"Effect" as a verb means: To cause to occur; To bring about
For example: To effect a change in government, you need to vote the rascals out.

Both words also can be nouns -- again each with a different meaning.
But that's a different grammar lesson.

And the answer to your questions is: No. That particular proposal does not impact (affect) Amateur Radio frequencies.
