Internet connectivity in Cuba is heavily censored, slow, and expensive. Without reliable Internet, the average ham can't sync their PC clock with ntp. And if you can't do that, you can't decode, or send decode-able JT65 signals.
True, unless one is heavily connected to the powers that be and I rather doubt many of those are into ham radio.
Found a SW broadcast out of Cuba some months ago where they were building ham gear out of junked TVs. Might explain some things.
