I don't think it's particularly rare though I haven't worked anyone there in years.   The typical prefix is UK and if I remember correctly there were some spots for UK8OM on this weekend.  I've worked him a couple times but not since '99.

I feel like I've heard Uzbekistan on since then though, and probably just let it go because I don't need to work it on 20m or 17m.

I only have one contact to UK and it occurred on 3/25/2012 during the CQ WPX SSB contest.  Your best bet is to work UK during a big contest.  Chances are you'll hear them better that way.  GL.

There are several active stations, and they are on often, so check the DX clusters and spot search.  CW is best.  I tend to work them on 15-12M around 1330-1500Z, and on 20M around 0100-0200Z from central NY. Right around this time of the year you should bag UK8IF, UK8AJ, UK6AC, UK8AR or one of the other active guys, I worked two one evening within the past 2 weeks.

That part of the world is a long way away from a W6.  From W6 it would be a polar path.  I couldn't hear them from Idaho and I just recently work them from Colorado.  If propagation is in the favor of the W6 then it'll be easy.  However the odds are somewhat stacked against him.  Afghanistan is just directly to the south of Uzbekistan.  CW and grayline would be his best bet.  I pulled the last 100 spots and I don't see any W6's working them.

Bob,

This was a tough one for me, but I finally worked Vlad, UK8GBL @ 22:11UTC on 20M
CW last November AND got the card via RW6HS pretty quickly

All I can offer is to track the spots and be tenacious.

The only QSO I have with Uzbekistan was with Mike, UK8OM on 40 meter CW. To get him on 40 was a small miracle itself but the conditions were just right at the time. I haven't heard one since on the other bands.

thanks for the spot list,  at least I see that they are on the air,  like you said we need the right propagation.

I've worked UK8AR and UK8IF in the past week on 20 CW.

It isn't rare enough that you should rely on DX spots--I'd suggest tuning around for them whenever the band is open over the pole--whatever that means for your station.  You can get an idea of whether you have propagation over the pole by watching the K index--when it gets high that is bad--you can also look at maps of aurora over the pole--that is what you need to punch your signal through! Alternately, you can gauge the aurora by the distinctive note is adds to the signal.  Slowing down is a good idea when there is a lot of flutter.

UK8AC was announced by another six this evening on 20CW.
I carefully listened but didn't hear a peep.
Had my beam aimed slightly NE which should be correct.
There was a lot of sigs with arctic flutter, lots of european russia
stations coming with very gud sigs.  I'll keep trying sooner or later
I'll hear a UK.  20 meters has sure been open late in the evenings lately,
wow it is after 10PM here and still european stations coming in.

It seems the best time to work that area for me is on 20 meters in the late spring, summer, and early fall in the evening up to around 0400. Although I do have a UK on 15 meters around 1500Z.

In 2011 I worked uk8om and uk8ok mobile in Texas. I checked the uk8ok card and QSO was in November 20M CW 0227Z.
I have not heard one since except our evening on 30M CW.
Good luck with the uk8. Now why can't I hear a T6 ?
