If he contacts PayPal and claims non-delivery then I'm pretty sure PayPal will put a hold on the money in your account. You must then provide PayPal with proof of delivery from the shipping company. Obviously you can't provide that proof if you didn't pay the extra for tracking. The other thing I found that you have to watch out for is that USPS (and possibly others) consider it "delivered" when they hand the package over to the customs service in the destination country. That means that even though you paid for tracking, you can't prove that the person actually received the item.

I've had several packages "lost in customs" this year and had to make duplicate shipments. One was found after several weeks - never heard from the others.

I'll use Paypal if I'm buying things, but if I'm selling, I want cold, hard cash in the form of a money order from the post office.  Even those, these days, aren't 100 percent sure and safe, but they're the best that can be had--unless you meet the buyer face to face, that is.

Even cash can be counterfeit.

There are no 100% guarantees, in commerce or in life.
