RFI line filters for devices have two possible purposes:

1: Keep any RFI inside the device, don't let it out.

2: Keep any RFI outside the device, don't let it in.

(Or possibly both of the above at the same time!)

Both purposes are best served with the filter right AT the place where cable enters the device. Putting it in the middle of a cord seems odd, because you're still left with feet of cord to radiate noise or to be susceptible to noise pickup.

All that said, as a marketing tool for folks who have already made the mistake of buying a device without any effective filtering to begin with, putting it smack in the middle of the cord could be a winner sales-wise.

I suppose winding that extra length of cord around a toroidal core might help.

Interesting specs on the cable - shielded with the three conductor insulation containing powdered ferrite for additional filtering. So if it's connected correctly, the shielding will be continuous. The attenuation graphs assume that, I'd guess.
