Can anyone make a suggestion to help me out?
I need a circuit board along with the component and placement CAD file for
teaching myself a piece of test equipment for work.
If it was something I could use in the shack....all the more better!!!
Does anyone know if the ARRL handbook's included CD ROM have this?
A keyer, or anything??

If you have any thoughts or ideas as to where I could get this, I would very much appreciate it.

It doesn't matter so much what the board is or what it does...just that it has this CAD file included.

Not exactly sure what you are expecting. Usually there is some CAD software that you need to open those files. I suggest you get Eagle from Cadsoft. They got a free somewhat limited version which is still sufficient for everyday use. There are lots of samples to be found on ham websites.
