 About 13 years ago, my Kenwood TH-215a decided that it won't power up from
either a fully charged factory (PB-2) Battery or from the factory Cigarette lighter.
 Today, A Ham buddy of mine showed up at an Antenna raising party with his
Kenwood TH-215a that still powers up, and now I've got the urge to repair mine.

 note: I'm thinking that maybe it needs that little internal battery replaced, but
          any other repair suggestions would be greatly appreciated.

The internal battery is for memory backup. So even with it dead the radio should power up. Capacitors usually go bad. You really need to open it up and try to find something.

If you ever used the external power jack , a common problem with those tiny  jacks is the  shorting contact fails, so no internal power and no external power.

try  external power, just for the drill..
