Plus very few administrations have the money to spend on monitoring or enforcement where ham radio is concerned - unless there's a problem.

We don't even watch medicine or food, let alone transmitters. We are far too busy lying to each other and broke from spending on lobbying and elections.  :-)

Why on earth would we want to go back? We need to have manufacturing and a middle class. Starting in the 1980's we were talked into the idea all government is bad and we could be a service economy. Bush and Blair finalized the mess that started with Regan's new ideas, including that silly trickle-down stuff. People need to look at history. The collapse is when a society stops educating and caring for people, wealth all migrates to the top, and government decides people need to fend for themselves or die.

I read a really good book on the role of government, I think in some part it compared people to ants. I wish I could remember the name. Now, 90% of what we hear to motivate us are lies and hate.

The only thing the FCC cares about are out of band emissions so you do not interfere with other services, and of course power limits.  The manufacturers, however, go one step further and design their equipment so hams don't interfere with each other within each band of operation.  Manufacturers generally make equipment that complies with ITU emission standards because they sell their equipment worldwide.
