Not at all. What bands are you planning to listen to? Should work decently below about 10 to 15 MHz. The test is whether the atmospheric noise level changes when you attach and detach that antenna. If band noise rises with the antenna, it's probably good enough, at least on that frequency.
You'd probably hear somewhat better, especially on quiet higher frequency bands, running a much longer wire up to a stout tree. Use very thin black wire so that it's invisible to the HOA. You can even spiral the wire around the tree. Be prepared for it to break after wind or snow-loading.
